Find someone in the SCA who makes leather goods.

I've seen sheaths for carrying large swords on your back. They have a pouch at the bottom to hold the point of the sword, and a strap with a snap at the top to keep it in. If you enlarge the pouch at the bottom, it probably would work for an ax.

Try these folks on the North Shore. They probably could make something for you. They used to vend at Arisia.
